1) Is this a formal event?  
Yes.

2) What does that mean for men's attire?  
Tuxes are not required except for the groomsmen, nice suits will do.

3) What does that mean for women's attire?
 Think more formal prom evening dress rather than cocktail attire.

4) Will the reception really start that early? 
Yes. Since it's an early ceremony, it'll be an early reception.
